We  offer these services to the government agencies who want help with Travel Management Planning and Implementation:

Route Inventory: We have a full-service inventory team.  We provide GPS technicians, appropriate vehicles, GIS data management, and we can help you build an effective data dictionary.  We will provide your agency with GIS shapefiles that are completly compatable with your Arcview database. We can generate a single, seamless GIS layer for all the existing routes in your management unit.  Grant and agreement writing We know how to get the needed funding, and link the specialized skills with the cooperating government agency.   Planning We develop sustainable, self-enforcing trail system plans, and we can even do the required NEPA analysis for agency approval. We’ll provide the construction oversight, and we’ll develop the on-site interpretative materials. Monitoring  We want to ensure that the project we save (or grow) stays in compliance with the NEPA guidelines and with agency standards ---the first year, and every year.  We will set up monitoring programs and organize a permanent record-keeping system.

Our decades of experience in the Forest Service, BLM, Army Corps of Engineers, and the Hatfield-McCoy Recreation Authority, give us a unique perspective to develop travel plans which preserve the natural and cultural resources in your area. We can develop a diversity of alternative travel plans in support of your NEPA process.

Pan Pacific Services also offers professional services to the public that will help save your present trail systems.

Since 1982, we have put thousands of miles of environmentally sustainable and legally defendable motorized trail on the ground, open today for you to ride.

For Successful Public Participation: NEPA  Comment Training  This our number one most requested service. What is different about our classes?  Students learn one subject, and one subject only: what exactly to do in that 45 or 90 day period when the public has the legal leverage to change the trail plan. Pan Pacific can guarantee that students will know what a “substantive comment  is, after taking this training.  The instructor is a retired Forest Service and BLM recreation manager who studied the NEPA process during college coursework, attended all the formal Forest Service and BLM NEPA training classes, and led the agency teams writing these environmental documents.

Contract Comment Services We also write comments for draft NEPA documents and TMR plans, and write appeals, for the client’s signature.

We offer Full Arcview GIS capabilities, providing unprecedented analytical perspective on every draft travel plan.
The list of our successes is constantly changing; here we list some: Gambonini Ranch, California, Cow Mountain, BLM California, Knoxville, BLM California, Upper Lake Ranger District, Mendocino National Forest, Santa Lucia Ranger District, Los Padres National Forest, California Back Country Discovery Trail, Miliken Valley, BLM Oregon, Hatfield-McCoy Recreation Area, West Virginia, Silver City, BLM Idaho, Emmett, BLM Idaho, Applegate Ranger District, Rogue River National Forest, Rabbit Valley, BLM Colorado, North Fruita Desert, BLM Colorado, Bangs Canyon, BLM Colorado, Sandia Ranger District, Cibola National Forest, New Mexico.
